Hundreds of deaths have been attributed to a heart-shaped pill, White Hearts, the newest and deadliest form of the designer drug Ecstasy. To combat the threat, the newly-elected president of the United States authorizes a special task force under the direction of his Drug Czar, General Mitchell O'Toole, to locate the drug's source. Although the physical injuries he suffered during a blown mission in Colombia three years earlier had long since healed, former undercover DEA agent Jack Keller still wasn't fully recovered from the psychological trauma of the incident.
